Combining a law degree with his extensive background in tax and finance, Robert started First Capitol in 1999 to create a tax credit and incentives practice. Today, Robert has expanded First Capitol to offer services around risk management and regulatory compliance, workforce management, data quality and optimizing financial performance, all powered by the use of its proprietary data consolidation process. The company is an industry leader in helping organizations successfully manage requirements of the Affordable Care Act (ACA), achieving a 100% compliance rate in filing ACA information with the IRS. The company continues to have one of the largest employment tax credit practices in the country. And First Capitol is developing new services in the RegTech area based on its evolving data and analytics capabilities using workforce data. Among Robert’s career highlights was the formation of US Metro Bank in 2004. The bank disrupted the banking system with the promotion of mobile check deposits. He remained as Vice Chair of the Board until 2013. In 2008, Robert and First Capitol developed TaxAdvantagesm in a partnership with Intuit for Intuit Employment Management Service’s 1.4 million customers. The software continues to be used as part of First Capitol’s tax credit business. Robert began his career at KPMG, LLP, where he specialized in corporate reorganization, mergers and acquisitions, and multi-state tax product development and implementation. In 1998, Robert was asked to join BDO Seidman, LLP to lead its Los Angeles State and Local Tax practice. Robert successfully implemented several major high profile corporate reorganizations and implemented tax products and strategies to banks and multi-national corporations. These experiences provided him with the foundation to start First Capitol Consulting. Robert holds a B.S. in Business Administration from University of Southern California and J.D. from Loyola Law School. He is a member of the National Advisory Board for the Asian American Justice Center. He is a member of the California State Bar Association, and past President of the Korean American Bar Association. He is a former trustee for the USC Pacific Asia Museum and a former board member for MTV’s Rock the Vote. Robert is editor-in-chief of the blogs The ACA Times and Data Driven.
